I had not learned this information until someone had cut it out of the LA times and mailed it to a friend here in Mexico. He gave it to me today, voicing his great concern.
I can only comment that this is terrible news for everyone in North America, viz., the Mexican cartels are implementing systematic terrorist and kidnapping operations against PEMEX employees. PEMEX officials are completely dumbfounded and have no idea how to address the problem. The inherent ramifications of this situation are far-reaching. For this brief moment in time, the problem exists south of the border; but it will soon reach everyone’s doorstep who lives in North America.
The Mexican drug war has taken a very nasty turn; it is now the North American drug/oil war.
Holy sh*t, amigos; the cartel fracaso is becoming uglier. Cartel influence in the U.S. and Mexican economies is becoming more entrenched.

Pena de muerte a secuestradores asesinos: Isabel Wallace

La señora Isabel Miranda de Wallace se pronunció por aplicar la pena de muerte a los secuestradores que asesinen a los plagiados, además lamentó que la justicia proteja más a los delincuentes que a las víctimas.
Al participar en el foro “Alto al Secuestro” que organiza el Senado, Miranda de Wallace convocó al Congreso cumplir su compromiso de aprobar antes del 30 de abril la Ley General de Protección a las Víctimas del Delito de Secuestro.
La madre de Hugo Alberto Wallace, secuestrado el 11 de julio de 2005 y asesinado días después, señaló que está en contra de la propuesta presidencial de Ley Antisecuestro, pues propone de 40 años de cárcel a prisión vitalicia al plagiario que mate a su víctima.
“No señores, la Constitución establece claramente que la condena debe ser proporcional al bien jurídico lesionado, y quiero que me digan que es lo puedo hacer cuando matan a un secuestrado, ¿Cuál sería el contrapeso? Sólo la pena de muerte”, agregó.
Miranda de Wallace indicó que la propuesta de implantar la pena de muerte a los secuestradores que presentó el lunes el PVEM fue rechazada “por alguien que dijo que sólo querían reventar el foro”, pues está prohibida por los tratados internacionales.
“Los secuestradores no se preocupan por matar a su víctima y nosotros nos preocupamos por lo derechos de esos delincuentes”, advirtió.
Por ello, demandó a los diputados aprobar reformas a la Ley de Amparo para que las víctimas puedan defenderse, pues es “absurdo que el Estado pague un abogado a los delincuentes y nosotros tengamos que recurrir al Ministerio Público, que está atiborrado de trabajo”.
En su intervención, Miranda de Wallace demandó al Senado aprobar antes del 30 de abril la Ley General de Protección a las Víctimas del Delito de Secuestro, que busca establecer un sistema integral de protección y asistencia a las víctimas del secuestro.
La iniciativa también contempla que los pagos de rescate sean deducibles de impuestos, y se responsabiliza al municipio, Estado o Federación que tengan entre sus filas de agentes a secuestradores.

By participating in the "Stop Kidnapping" forum organized by the (Mexican) Senate, Miranda de Wallace called on Congress to fulfill its commitment to adopt by April 30 the General Protection Law for Victims of the Crime of Kidnapping.
The mother of Hugo Alberto Wallace, who was kidnapped on 11 July 2005, and killed days later, said she is against the proposed presidential anti-kidnapping law, proposed as 40 years in jail for life imprisonment to kidnapper who kills his victim.
“No Gentlemen, the Constitution establishes clearly that the sentence must be proportional to the legally protected interest of the injured, and I want you to tell me what is it I can do when they kill a kidnapping victim. What would be the counterbalance? Only capital punishment.” she added.
Miranda de Wallace indicated that the proposal to propose capital punishment for kidnappers which was presented to the PVEM Monday was rejected “by those said that they only wanted to break the forum,” because it is prohibited by international treaties.
“The kidnappers do not worry about killing their victims and we worry about the rights of those criminals.” she warned.
For this reason, she demanded the deputies to approve reforms to the Ley de Amparo so that the victims can defend themselves, because it is “absurd that the State pays a lawyer for the criminals and we must resort to the Public Ministry, that is stuffed with work.”
Sra. Miranda de Wallace therefore demanded the Senate to approve before the 30th of April, la Ley General de Protección a las Víctimas del Delito de Secuestro (the General Law of Protection the Victims of the Crime of Kidnapping) that strives to establish an integral system of protection and attendance to the victims of kidnapping. Crímen y Castigo
El secuestro y posterior asesinato del adolescente Fernando Martí, hijo de un exitoso hombre de empresa de artículos deportivos, ha creado, como no sucedía en muchos años, una enorme reacción ciudadana a nivel nacional. De ningún otro tema han ocupado más los medios informativos y los personajes de la política y de los negocios, concentrados en una protesta unida, que inmediatamente tuvo una reacción de la Presidencia de la República. Las primeras pesquisas parecen indicar que algunos mandos policiales podrían haber tenido participación en este terrible acto.
Lo que le colmó el plato a los mexicanos que tratan de vivir en paz, no fue que la victima tuviera una posición social acomodada, porque en este terrible proceso del secuestro los afectados han sido de todos los estratos sociales, sino que en su caso, las demandas económicas de rescate fueron cumplidas según las instrucciones recibidas, incluyendo no informar a las autoridades, y aún así el inocente joven fue inmolado y abandonado en una cajuela, amortajado por una gran bolsa de plástico, donde en avanzado estado de descomposición fue identificado por sus padres a través de su dentadura.
Se ha criticado la reacción publica diciendo que tuvo que ser una víctima importante para que se despertara el clamor popular, pero en esto de saber qué es lo que dispara la ira ciudadana, tiene más que ver con el momento crispado en que se vive, y convirtió el hecho en ‘la gotota’ que finalmente derramó el vaso.
Este crimen también ha provocado declaraciones de juristas, legisladores y líderes empresariales dirigidas hacia el aumento de las penas y condenas a los responsables de este tipo de delitos. Unos piden cadena perpetua (encerrarlos y tirar la llave), otros con más fervor exigen el castigo final: La Pena de Muerte. Entre estos últimos también se comenta que "¿Por qué se debe mantener por tantos años a un criminal que poco le importó la vida del secuestrado y la inmensa pena causada a familiares y amigos?"
Entre los tantos crímenes que afectan al pueblo mexicano, el secuestro ataca a las raíces más íntimas de la sociedad y de la familia y no solamente por sus consecuencias económicas que en muchos casos arruinan a familias enteras, sino por el profundo malestar, la vejación y la terrible incertidumbre que sufren los seres queridos, los amigos y todo el entorno social de la víctima.

The Quality of Life - Crime and punishment
The kidnapping and subsequent murder of teenager Fernando Marti, son of a successful sporting goods owner, has created what has not happened in many years, an enormous public reaction nationwide. No other subject has occupied more media and the characters of politics and business, concentrated in a united protest, which had an immediate reaction from the Presidency of the Republic. Initial investigations suggest that some police commanders might have taken part in this terrible act.
What "filled the dish" for Mexicans who seek to live in peace, that was not the victim had a wealthy social position, (but) because this terrible process of kidnapping affected those (who) were from all walks of life. (Moreover) in his case, rescue money demands were met in accordance with the instructions received, including not informing the authorities, and yet the innocent youngster was slain and abandoned in a trunk, shrouded by a large plastic bag at an advanced state of decomposition, and was identified through his parents by his dental records.
The published popular reaction has been criticized saying that, to awake the popular outcry, there had to be a noteworthy victim, but realize in this what triggers citizen anger has more to do with the fearful time in which we live, and in fact, this was the straw that broke the camel's back.
This crime has also led to pronouncements by lawyers, legislators and business leaders aimed at increasing sentences and convictions of those responsible for such crimes. Some ask for life imprisonment (close the door and throw away the key), others with more fervor require the ultimate punishment: The Death Penalty. The latter also say that "Why should life be maintained for many years to a criminal who cares little of the life of the kidnap victim and the vast penalty caused to family and friends?"
Among the many crimes that affect the Mexican people, kidnapping is attacking the roots of society and family more intimately, and not just because of economic consequences which in many cases ruin whole families, but because of the deep malaise, harassment and the terrible uncertainty suffered by loved ones, friends and the total social experience of the victim.

UPDATE: Shoot-out in the La Mesa district of Tijuana on January 17, 2008
A Mexican Federal police officer died as the result of wounds suffered in the Thursday attack on a drug cartel "safe house" located near "Mercado de Todos" in the 5 y 10 area of Tijuana.
Miguel Cedillo Gachúz, 24, was pronounced dead at the Red Cross Hospital yesterday. A bullet had struck the officer in the head during a shootout with men barricaded inside a large brick house, in Tijuana's La Mesa district.
A three-hour gun battle involved hundreds of Federal, State, Municipal agents, as well as members of the Mexican military. The sicarios fled by running on the roofs of near-by houses while shooting at police helicopters. No nearby residents were injured, but a kindergarten and day-care center were evacuated, and neighbors were left shaken.
Three other heroic police officers were wounded, but are expected to live.
The Baja California Attorney General's Office yesterday issued a statement saying it was continuing to work on identifying six victims, who were found at the scene: gagged, blindfolded and shot in the head. There is speculation that they were kidnap victims.
A suspected thug, who died in the shootout, remained unidentified.
Four other men who were captured at the house have been turned over to Federal organized-crime investigators. One was a Municipal police officer identified as Juan José Díaz. The others are Antonio Martínez Zarzoza, Carlos Alberto Espinoza Vega and Román Gámez Osuna. The latter initially identified himself as a member of the Baja California Ministerial Police, but this apparently is untrue.

Tijuana (México), 9 dic (EFE).- Un empresario chino del sector de los restaurantes, que había sido secuestrado hace dos días en el noroeste de México, fue hallado sin vida en las inmediaciones de Tijuana, informaron hoy fuentes oficiales.
Official sources announced today that a Chinese restaurant owner, who had been kidnapped two days ago in northwestern Mexico, was found dead in the vicinity of Tijuana.
Al parecer el empresario Liu Ting Yao, de 50 años, fue encontrado el mismo viernes por la noche después de que sus captores pidieran un rescate por él, que nunca se pagó.
Apparently the the businessman, Yao Ting Liu, 50 years old, was found on Friday night after his captors asked for a ransom for him, which was never paid.
Según la fiscalía de Baja California el cuerpo fue encontrado atado de pies y manos y con cinta adhesiva en el rostro, envuelto en una manta y dentro de la cajuela (maletero) de un auto tipo sedán con matrícula de California. El automóvil parecía haber volcado y cuando los agentes lo inspeccionaron se percataron de que dentro de él estaban los restos del empresario asiático.

The car appeared to have been overturned, and when agents inspected it they realized that the Asian entrepreneur was inside the wreck.
